The Temple of the V.E.T.O. is kept far away in an unknown location to both angels and devils. The Temple hosts a libra, which is the physical manifestation of the V.E.T.O. itself. Should the libra be destroyed, the laws of the V.E.T.O. would cease to function and the universal balance of good and evil would be threatened.
Although the existence of the V.E.T.O. is revealed in early Season 1, the Temple and the libra's existence were first introduced in Season 2.

During an episode of season 2 Raf sees sulfus kissing Sweet what she doesn't know is that Sulfus is held prisoner by Cassidy and Kubrall and that is his clone
Later on they now understand that someone was planning to get raph to feel love and hate at the same time
And plan on using Angelie Raf's mom for some reason
